Stouffer figures in the oldest document that Thacker recovered. On January 24, 2001, which would have been four days after George W. Bush was first inaugurated, Stouffer received an e-mail from Goldman: “If you get any press requests for IPCC please bump them up to public affairs before you agree to an interview” (emphasis hers). Recall that the IPCC had just released the first of its periodic assessments ever to confirm unequivocally that human activity had caused temperatures to rise.

Stouffer may not have realized that he had entered a new world. “Can I ask why this new policy?” he asked. “It seems cumbersome at best. If this policy is implemented, it will greatly cut down on NOAA scientist interviews.” As an example of how fast the media moved, he explained, seven reporters had called him on a day earlier in the week when he had been out of the office. Upon returning their calls just one day later, he had learned that all seven had “found someone else to talk to.”
